WORLD OTHELLO FEDERATION STATUTES

I. MISSION

The World Othello Federation (WOF) is a federation of countries that seek to promote the game of Othello

 

II. OBJECTIVES

  • The WOF maintains a homepage for the purpose of promoting Othello and helping to build the Othello community

  • The WOF helps new countries become federations

  • The WOF maintains the World Othello Rating list

  • The WOF supports the WOC and suggests rule changes to the WOC committee.

  • The WOF is responsible for disciplinary issues among WOF members.

III. COUNCIL

The WOF Head Council is an administrative body meant to help facilitate communication between interested regions and parties. The WOF Head Council consists of the President, the Secretary, the Treasurer, a representative from Anjar, a representative from Megahouse, and representatives who represent major regions (Americas, Europe, Asia/Pacific, and Africa). The head council's job is to make sure that all nations in their region understand their rights and responsibilities to the WOF and to make sure that everyone in their region is given a fair voice.

Secretary - (Secretary is a non voting position on the council. While it is not an issue the duties of the Secretary have been assumed by the Treasurer.)

IV. MEMBERSHIP

The WOF recognizes two types of member nations, Federations and Countries with Contact Person. New members and change in type of membership can be temporarily accepted during the year by the WOF Head Council and permanently accepted by a resolution during the WOF annual meeting.

   1. Federations

Federations are groups of Othello enthusiasts who are responsible for attempting to promote Othello within their nation.

      1.1 Rights

  • Federations are each given 1 vote on a WOF resolution.
  • Federations are allowed to propose resolutions to the WOF.
  • Federations are allowed to send 1 representative to the WOF annual meeting.
  • Federations are allowed to send a full team to the WOC.

      1.2 Requirements

  • Federations must have a person who is a primary contact.
  • Federations must announce their representatives to the WOC before the WOC deadline.
  • Federations must have a WOC qualification process for its team that involves at least 1 tournament.
  • Federations must send the results of all tournaments involved in the qualification process to the WOF Ratings Committee. Federations are encouraged to send all their results to the WOF Ratings committee.
  • Federations must have a homepage that links to the WOF homepage

   2. Nation with contact person

Member nations are nations where there is little interest in Othello and there are only a few enthusiasts. In this case, it may not be worth the effort of the nation to meet the requirements to be a federation.

      2.1 Rights

  • Member Nations are allowed to propose resolutions to the WOF.
  • Member Nations are allowed to send 1 representative to the WOF annual meeting.
  • Member Nations are allowed to send 1 player to the WOC.

      2.2 Requirements

  • Member Nations must have a person who is a primary contact.
  • Member Nations must announce their representative to the WOC before the WOC deadline.
  • Member Nations must justify their 1 representative to the WOC (this may be as simple as “I am the only citizen who plays Othello from that country”).

IV. MEETINGS

Meet at least once a year at the World Othello Championship.
 

V. VOTING

   1. Voting Procedures

We vote on stuff. Sometimes it's open, sometimes it's closed. A simple majority is enough to get things passed.

Advance nomination of council candidates
Council positions to be contested need to be nominated at least 1 week in advance of the meeting. (Nominations should be made to and acknowledged by the Secretary.)

      3.2 Passed in 2008

Tournament rating made a requirement
“In order to retain Federation status, Federations must send the results of their tournaments to the WOF Rating list. They must be sent by the deadline for WOC Registration. (Preferably the results of all tournaments, but at the very least the WOC Qualification tournaments.)”

      3.3 Passed in 2007

WOF Minimum Requirements to represent a country at the WOC
a) Citizen of the country
   or
b) Resident for 6 months in 12 months ending on the date of the WOC (Federations may impose more strict rules if they wish.)

Rating of tournaments
Each country must send send results of a tournament to the rating list.

      3.4 Passed in 2006

WOF council organisation
The WOF council will consist of 7 members.

  • Chairman
  • Treasurer
  • Europe, Asia, America will each has a representative in the council. (Australia will be treated as part of Asia)
  • 2 Sponsor representatives.

The role of Secretary will be appointed later by the council, but does not have a voting right on the council.
